In the European Commission’s proposal for a 90% reduction in net emissions by 2040, mobility and transport play a crucial role. The Commission aims to make the legislative framework more flexible, allowing member states to meet targets through greater reductions in sectors like transport and waste—especially if challenges arise in the land-use sector.
This approach acknowledges the centrality of the transport sector in the climate transition and opens the door to its more active and impactful involvement in decarbonization strategies.
The Commission also emphasizes the need for enabling conditions to meet climate targets, explicitly referencing a just transition and a competitive European industry—which includes the sustainable mobility sector. Under the “Clean Industry Pact,” measures are being developed to promote investment in low-emission technologies. This could positively impact the production of zero-emission vehicles and components, energy infrastructure, and intermodal systems.
Finally, the proposal stresses that decarbonization must go hand-in-hand with industrial competitiveness. This implies accelerating the adoption of clean transport solutions, supported by tax incentives, lower energy costs, and the removal of regulatory barriers that hinder the deployment of green technologies in the transport sector.
